DHS SAFETY Act Certification for Prepared Response’s Crisis Management System Provides Significant Benefits for Customers

Company’s Rapid Responder Product Now Certified as Qualified Anti-Terrorism Technology

SEATTLE, WA --(BUSINESS WIRE)-- August 9, 2006 -- Prepared Response, Inc. (PRI) announced today that the Department of Homeland Security (DHS) has certified the company’s Rapid Responder® crisis management system under the Support for Anti-Terrorism by Fostering Effective Technologies Act (SAFETY Act).  DHS, to date, has granted SAFETY Act certification to less than 60 technologies. Certification -- the highest level of liability protection available under the SAFETY Act -- effectively shields PRI’s customers from liability for legal claims resulting from acts of terrorism.  The certification process, which is very exhaustive, also validates Rapid Responder as an effective, reliable, and safe anti-terrorism technology for first responders and other end-users, and places Rapid Responder on the DHS “Approved Product List for Homeland Security.”

The Rapid Responder system allows police, fire, and other first responders to instantly access more than 300 data points for any structure, including tactical response plans, evacuation routes, satellite and geospatial (GIS) imagery, exterior and interior photos, floor plans, utility shut-off locations, hazardous chemical inventories, and more.  Rapid Responder currently protects more than 1,500 sites nationwide, including more than 7,000 individual facilities. The system has been used to “digitally map and inventory” critical infrastructure, including schools, public and private buildings, transportation systems, utilities, bridges and other structures.

“Rapid Responder is the only crisis management system recognized as a ‘Qualified Anti-Terrorism Technology’ by the Department of Homeland Security,” said Jim Finnell, president and CEO of Prepared Response, Inc. “With the liability safeguards and the ‘Approved Product for Homeland Security’ certification, it will now be even more beneficial for both public safety agencies and corporations to implement this system to safeguard critical infrastructure.”

The SAFETY Act was designed to encourage the development and deployment of anti-terrorism technologies that will substantially enhance the protection of the nation. The SAFETY Act reflects the intent of Congress to ensure that the threat of liability does not deter potential sellers from developing and commercializing technologies that could significantly reduce the risk of, or mitigate the effect of, acts of terrorism.
